NCSBA learned Sunday morning that the Governor has asked Senator Basnight and Speaker Hackney to open back up the budget negotiations. She wants to double the discretionary reduction and eliminate the increase in class size in grades 7 through 12. NCSBA HAS OPPOSED ANY DISCRETIONARY REDUCTION. The Governor is asking the General Assembly to go in the wrong direction. It is important that you communicate with your legislators today and tomorrow about this especially if they are in a leadership position.

The final budget negotiations were completed last night. NCSBA's Conor Brockett was at the Legislative Building for most of the afternoon and evening until they finished. From multiple sources NCSBA has learned the following details of the agreement:
* Increases in class size by 2 this year and 3 next year in grades 7-12.
* Class sizes in K-6 are maintained.
* A discretionary/flexible cut of $111 million this year.
There are two special provisions that are associated with this and they are attached.
It is unclear whether this final agreement will be accepted by the Senate and House Democratic Caucuses. There were already several members of the House Democratic Caucus that were having trouble with the revenue package.
NCSBA and NCASA have opposed any discretionary cuts. Please let us know your reaction to the plan.

Governor Perdue today presented legislators with her own tax package to help resolve the budget impasse between the Senate and House.  While NCSBA applauds Gov. Perdue for providing specific recommendations, there is one recommendation that should be of significant concern to you

The Governor is endorsing a Senate proposal to eliminate the corporate tax revenue transfer from the Public School Building Capital Fund (PSBCF).  This recommendation coming from the Governor could strengthen the chances of this proposal becoming part of the final budget.   

Please contact your legislators again to remind them of how problematic this provision would be and that it should stay out of the final budget.  Go to the Action Center.
