WelcomeThe mission of the North Carolina School Boards Association (NCSBA), as an advocate for public school education, is to provide leadership and services that enable local boards of education to govern effectively. NCSBA Responds to Fines & Forfeitures RulingOn August 8, Superior Court Judge Howard Manning ruled that various state agencies owe public schools more than $700 million. The judgment comes in the case of North Carolina School Boards Association, et al., v. Moore, et al., The lawsuit was brought in 1998 and resulted in a unanimous July 2005 decision of the North Carolina Supreme Court that the named state agencies had wrongly kept administrative fines that belonged to the public schools under the State Constitution.
