For more than 30 years, the North Carolina School Boards Association (NCSBA) has been the primary and trusted risk management partner of North Carolina public school districts through the North Carolina School Boards Trust (NCSBT).

NCSBT is the only member-funded, member-managed risk management program in the state designed specifically for North Carolina public school districts.  It is governed by a board of trustees comprised of board of education members from across the state.  The program provides a number of coverages to its members through its three funds:  Errors & Omissions/General Liability, Automobile/Inland Marine, and Workers’ Compensation.

While our services rival those of any insurance company, our mission to provide risk management services and protection only to schools sets us apart.  Unlike for-profit insurance companies that lure districts with initial low rates that steadily increase over time, our not-for-profit structure allows our members to consistently enjoy excellent service at stable, competitive prices.  At NCSBT, the focus is on finding the appropriate risk management services and protection for our members, not looking for ways to avoid paying claims.

Our knowledgeable, accessible staff is always willing to answer questions and assist members with issues that may arise in the area of risk management.  We value the relationships that we have developed with our members over the years, and we look forward to continuing to serve their risk management needs.

History

During the worldwide insurance crisis of the 1980s, many North Carolina public school districts were unable to obtain insurance in the commercial insurance market at any price.  With nowhere else to turn, schools districts approached NCSBA for help.  In 1982, the North Carolina School Boards Trust was formed to provide necessary coverages and risk management services to North Carolina’s public school districts.  Since that time, NCSBT has provided school districts with an alternative to commercial insurance as a way of protecting members’ risk exposures.

In 1982, NCSBT created its first fund, the Workers’ Compensation Fund, to provide statutory workers’ compensation coverage to participating school districts for their locally and federally funded workers’ compensation exposures.

Four years later, in 1986, NCSBT opened its Errors & Omissions/General Liability Fund.  Through that Fund, NCSBT provides coverage to its member school districts for their various general and legal liability exposures while allowing them to preserve their immunity from state tort and negligence claims.  This program also provides an excess no-fault medical expense reimbursement coverage (“med pay”) that extends to school guests’ and students’ accidental injury claims for injuries occurring on school campuses. Our med pay coverage is offered for free to this fund’s members.

In 1997, NCSBT opened its Automobile/Inland Marine Fund to provide members with automobile liability coverage for their non-yellow school bus and physical damage exposures, as well as for authorized yellow school bus uses that are not subject to the North Carolina State Tort Claims Act.  This Fund also provides members with inland marine coverage for their miscellaneous scheduled equipment.
