These previously recorded webinars are perfect for board members, administrators, and staff. They will be available Tuesday, May 19, through Friday, May 22, at 5 p.m.

You may register for one or all of the webinars. Each webinar is $250 per school system, and board member credit is $10 per person. If you are a board member and are interested in these webinars, please connect with your board assistant in order to avoid duplicate registrations.

School Violence Prevention: Establishing an Effective Student Threat Assessment Process

Threat assessment is a proven method of early intervention that can help prevent acts of violence in school environments. This presentation will discuss evidence-based and/or evidence-informed methods for establishing an effective student threat assessment process.

Student Free Speech: Legal Review and Emerging Issues

This webinar will discuss the basic legal framework for students’ First Amendment free speech rights applicable in North Carolina’s public schools, including case law based on U.S. Supreme Court and Fourth Circuit Court of Appeals decisions. This webinar, designed for teachers and school administrators, will also discuss emerging issues related to student free speech, including student protests and student discipline when student conduct involves free speech or expression.

Challenges to the Educational Program and Instructional Materials

This webinar will explore the current federal and state legal patchwork governing challenges to the educational program and instructional materials by parents and other stakeholders. The webinar will include a discussion of recent developments and trends, an in-depth analysis of current federal and state law and policy, and an overview of NCSBA’s policy tools for navigating curriculum and textbook challenges. Additionally, the webinar will cover several policy and other recommendations for handling such challenges within your school system.

Legally Compliant School Board Meetings — Most relevant for school board members and senior administrators

Refresh your memory or learn anew about the law surrounding the conduct of school boards meetings. Topics will include the Open Meetings Law, public comment requirements, common parliamentary procedure issues, and other legal matters that can trip you up if you aren’t careful. Supporting the Social-Emotional Needs of Students

Since March 16, our students have been at home weathering this pandemic in isolation from friends and extended family. Some children are living in traumatic situations due to need or abuse. How can you provide the supports needed to help each child and educator move forward into the new school year?

Dr. Katie Rosanbalm, senior research scientist with the Duke Center for Child and Family Policy, will lead us in an overview of the body’s stress response system, focusing on how it works, how it impacts development and learning, and how current events of the day are making their mark on our students. Dr. Rosanbalm will also discuss the challenges our students, parents, and staff are likely to be facing and will conclude the session with strategies school districts can consider as they prepare for the 2020-2021 school year.

Thriving Communities, Thriving Schools

Aspiring Superintendents Program and Superintendent/Board Relationships

He will have a panel discussion with Tanya Turner, superintendent of Perquimans County Schools, Jeff Wallace, superintendent of Davie County Schools, and Dr. Otis Smallwood, superintendent of Bertie County Schools, regarding the program and the importance of positive superintendent/board relationships. Also, the Next Generation Superintendent Development Program and the NC District Leader Executive Coaching Program will be discussed.

Reopening NC Public Schools

Representatives from the NC Department of Public Instruction (NCDPI) and the NC Office of the Governor will share information regarding the state’s guidelines for reopening NC public schools. Joining us will be Geoff Coltrane, the governor’s senior education advisor, Dr. Beverly Emory, NCDPI deputy superintendent of district support, and Dr. David Stegall, NCDPI deputy superintendent of innovation.

Preparing Your Students for the Future with STEM

In this session, participants will explore why they should be providing STEM teaching and learning to their students, how it combines content and skills with real-world problems, and how they can begin the transformation in their district.

Dr. Cindy Moss is a graduate of Rowan-Salisbury Schools and attended the University of North Carolina at Chapel Hill as a Morehead Scholar. She worked as a classroom teacher in high schools in Syracuse, New York, and with Charlotte-Mecklenburg Schools (CMS). After teaching for 20 years, she became the PreK-12 director of STEM for CMS, holding that position for 10 years.

Dr. Moss holds a bachelor’s degree in zoology from the University of North Carolina at Chapel Hill and a master’s degree in science from Syracuse University. She also holds a doctorate in science curriculum and instruction from the Curtin Institute of Technology in Perth, Western Australia. Some of her many honors include the Milken National Educator Award and the NC Science, Mathematics, and Technology Education Center’s STEM Administrator Award. Currently, Dr. Moss is vice president of global STEM for Discovery Education and travels the world meeting with businesses, nonprofits, governments, and school districts to help them create a vision to prepare their students for the future.

New Title IX Regulations: Required Board Policy Changes are Coming Soon!

On May 6, 2020, the U.S. Department of Education issued its long-awaited final regulations addressing sexual harassment and discrimination under Title IX at educational institutions that are recipients of federal funding. This session will provide an overview of the impact the new Title IX regulations will have on your school system. The session will also highlight some of the revisions that your board will be required to make to your Prohibition Against Discrimination, Harassment, and Bullying policy and other related policies, in order to have legally compliant policies in place by August 14, 2020, the effective date of the new regulations.

Policy Update #2: Communicable Diseases and Health- Related Concerns to Consider When Reopening Schools for the 2020-2021 School Year

The session will include a discussion of NCSBA’s March 31, 2020, revision of Policy 4230, Communicable Diseases – Students, which includes provisions addressing the school system’s duty to report communicable disease, to maintain the confidentiality of health information, and to provide notice of exposure to infectious agents under certain circumstances.

The session will also include a general discussion of some of the health-related legal and policy issues that your board will need to consider while planning for the reopening of school in the fall, such as compliance with federal, state, and local health protocols, addressing increased absenteeism among staff and students, and preventing stigma, harassment, and/or bullying due to perceived race, national origin, or recent travel.
